I can understand dogs out of their house/kennels, etc., But the law to which I was referring was that the dog AT NO TIME could be without a collar. That meant in grooming shops, in their crates, in their houses or kennels. My dogs have collars on (not the AR acceptable broad leather collar:) at all times when we are off premises. And on a lead. Yesterday, while whiling away some time near a park, I saw 7-8 dogs on harnesses. cute little guys, but no collars:-) I wonder what the law says about that? Are license tags on the harness o.k?
