I can understand dogs out of their house/kennels, etc., But the law to  
which I was referring was that the dog AT NO TIME could be without a  
collar.  That meant in grooming shops, in their crates, in their  
houses or kennels.
My dogs have collars on (not the AR acceptable broad leather collar:)  
at all times when we are off premises.  And on a lead.

Yesterday, while whiling away some time near a park, I saw 7-8 dogs on  
harnesses.  cute little guys, but no collars:-)   I wonder what the  
law says about that?  Are license tags on the harness o.k?  Some, no,   
MOST, of these laws are so badly written and so not needed that the  
only laws that should be considered for the  future are laws to undo  
the bad ones.
