The theory about privacy as to medical records for animals has been tested in the courts. So far there is no privacy rights, and so requiring the vets to disclose seems to be legal. What is also legal is to give a false name and address to your vet, and then they can give out what they want to give out. Using another's name is legal so long as there is no intent to defraud. I would talk to your vet about it, and most of the time if they want to give out the information, they will probably suggest you use another name and address.
