I've run a non profit in the past, and a boarding kennel and a large rescue
organization- it looks easy, but it's not. Every good intention requires
funding, and in this recession, we can't rely on the goodness of individuals
to do this for us. It takes big bucks.
Do you really think it effective to have such a remote location to house
these dogs? Also, think about long-term maintenance of the facility, food,
etc. You'll have to also have enough on hand for emergencies like parvo
infestation, etc. Is there good vet care in the area? What are you willing
to pay someone to live there and run the facility? Are you going to write
grants?
I would ask that you put together a business plan, and show how you're going
to maintain this facility.

Although $150,000 does sound low for that part of the country. If
people are really interested in this property the first thing to do is
get a realtor from that area (no cost) but not the one who listed it..
The asking price in CA right now isn't even close to what you have to
pay. Second is to get a real estate Lawyer. Look for tax liens or any
other liens that might be on the property. Check Zoning
This might be one of the people that took a ARM loan and now can't
afford it. A $15,000 down payment should buy this property but who is
going to pay for the rest?? One idea would be to buy it and destroy
the kennels, sell the dogs, and put it back on the market as is.

The asking price is $150,000. I don't know how this compares to the
going price of real estate in that area. The property is offered with
70 "breeding" dogs and I am sure they had to have placed some value on
those dogs. In addition, the property is pretty far off the beaten
track (which creates transport issues) and is set up (from the photos)
for small breed dogs, so the cost of renovating should be a factor.
There is some fencing in the photos, but appears to be only 4' high.
