Thanks  for reading the bill and writing a letter.  That's what all  
concerned dog owners should do.

Regarding owning 1 intact female over 4 months and 50 pups OFFERED for  
sale (not sold), please remember the details are in the regulations,  
which may be changed.  So 60 people all co own one intact female and  
each have a litter, all 6 are now under USDA regulations.  Can't  
happen?  Maybe not, but regulations are easier to change than laws.   
And in a couple of years, that number can be reduced to 20 pups  
offered for sale, then it becomes a reality.

Actually, as you are aware, many states have much stricter regulation  
even now.  PUPS has the number as 50 OFFERED for sale by any person  
involved with a breeder who is producing 50 pups, and that includes co- 
owners.  Among you (generic you) and your co-owners, I would bet there  
are 50 pups OFFERED for sale.


And several breeders who are producing good quality pups with kennel  
help are doing a great job taking care of 50 or more pups OFFERED for  
sale a year.  I know lots of people scoff at incremental, but this is  
a true fact about any of these bills that are coming out now.  The  
goal isn't better care, more government incursions into business, but  
NO breeding, no animal use.  If that is extreme thinking, then perhaps  
a re-read of the underlying philosophy of all Animal Rights groups is  
in order.


The biggest problem with this bill is that, after 20 years of fighting  
(since Doris Day vs Venneman), they are still trying to include you/us  
breeders who sell retail.  The law now exempts us, this bill would  
include us and it would get worse from that point forward.  When we  
start having to keep our dogs under USDA housing rules, that means no  
more pups born in the house, (unless we have those cement floors with  
a drain :-).



You're right, there's more wrong with this bill than the 50 pups  
OFFERED for sale, but to me, that is a big one.... to me.

OK, so we all know 50 puppies from one bitch would be highly unlikely  
(!!!!), <who writes these things????> but the problem w/ all of the  
alarmist e-mails that hit my mail box is that the extremes of BOTH  
sides put so much spin on things IMO a lot of people in the middle get  
frustrated and just hit delete.

Now, this doesn't mean I like the bill...I don't.  I see other  
issues.  The way this is worded, co-owned bitches who had puppies  
someplace else that you may have not a thing to do with "count" toward  
50 puppies. I don't know how stringent they'd be about that and/or if  
the registration entities would cooperate, but just in case, note to  
self, no more co-owned bitches.

The bill doesn't do anything to folks like me who live in a sate w/  
lower limits and/or have more restrictive guidelines.

OTOH, someone breeding/selling 50 puppies annually probably should  
have some sort of conditions enforced w/ inspections.  (Again, I live  
in a state that is a lot stricter).    Dear God 50 puppies...that's a  
full time job (or it SHOULD be w/ those numbers).

So yes, Stormy, I sent an e-mail (NOT the ones suggested!) against the  
bill, but when you look at the bill, one bitch does not a high volume  
breeder make unless that bitch has 50 puppies annually <G>.
