I have not heard of it but if it were me I would find a dog chiropractor and 
have it looked at in person and not go with a diagnosis over the internet. It 
could also be the onset of DM or spondolosis or a pinched nerve in the tail. 
Often chiropractic adjustments and acupuncture can be helpful.
