the "state" translates into the department of agriculture in that state. in
illinois, i shut down a "state licensed" kennel which was nothing more than a
puppy mill. she had poms, dachshunds and GSDs. the "state" could care less -
as long as you pay your annual fee. when i initally contacted the department
of ag and told them she had 4 litters in 2 months AND that i had witnessed
her abusing her dogs, the "state"'s answer was, AND I QUOTE, "that's not so
bad;could have been 100 ." the only way i managed to get her shut down was by
gong through the city's zoning commission - she was not licensed to "sell"
where
she was. there is a HUGE issue here.
