If a bitch goes reserve and the bitch side is not a major, but then
the WB
goes BOW over the male side, is the reserve from the bitch side then
considered a major reserve?

No. Look at it logically. The bitch who got the reserve has NOT
beaten any other bitches except the ones on her side, whereas the
winner's bitch who went BOW beat all the males, since she beat the
winner's dog.
