Sporting Dogs, sledding dogs, other working dogs, etc., often tether  
for more than three hours.

Municipalities SHALL license breeders
                LA HB 313 - Updated (Status 03/31/2010) Title: ANIMALS/ 
DOGS Sponsor: G.SMITH Abstract: Provides relative to license fees for  
dog breeders Status: H 36 Read by title, under the rules, referred to  
the Committee on Agriculture, Forestry, Aquaculture, and Rural  
Development. - 03/29/2010

And the Worst one of all
       House Bill 428 changes law so that an "interested party" (i.e.  
breeder, co-owner, ex-spouse, former owner, etc.) must post a MINIMUM  
bond of $100 PER DAY (changed from reasonable expenses) to prevent  
disposition of the animal for thirty days (plus an additional $100 per  
day for the next 30 days, etc.) if the animal is seized for being  
"treated cruelly."  The amount of the bond shall be determined by  
thedepartment, agency, HUMANE SOCIETY, AND THE CUSTODIAN OF THE ANIMAL  
as authorized by the court, and, THE COURT SHALL ORDER THAT THE BOND  
BE GIVEN TO THE CUSTODIAN OF THE ANIMAL.
  $3000 per month to the custodian  to keep the animal from being  
"disposed of."

Sponsor: LEGER Abstract: Provides with respect to the seizure of  
animals treated cruelly Status: H 48 Read by title, under the rules,  
referred to the Committee on Administration of Criminal Justice. -
