I know what Rita says is true for many All-Breed clubs. My KC isn't in
a heavily populated area, so the popular judges all have to be flown
in; and our small entry limits what we can spend and still break even.
Our rule is a judge must do at least two groups. Provisional judges
are sometimes hired for a single breed, but they are usually local
judges trying to meet their required number of assignments.
