I remember this was a huge problem in the DC area in the early 70's. What they
did then was to tie or tape plastic around the trunks of trees so the
caterpillars could not get at the leaves and then they died. Also, yes
spraying the tents themselves.

You can lock up the dogs until the spray settles...and cover your
fish ponds, etc., too... when they are going to spray in our area, they
let us know ahead of time so we can put covers on fish ponds, get the
dogs and kids indoors, and by nightfall, it's fairly safe........at
least, it has been so far. I'm not sure that tent caterpillars are
like locusts, in that they come around in cycles...but we don't get
sprayed every year, just for a couple of years and then it seems not to
be a problem for a while, then it all starts again........
