PUBLIC HEALTH: An Ordinance amending Title 7 (Animals), Chapter 7.04 (Definitions), regarding the established fees in the Title; Chapter 7.12 (Dogs and Cats), Section 7.12.020 (Registration and Microchips Required - Application - Procedure - Fees - City-sponsored Rabies Vaccination and Registration Clinics), relating to the fees charged for spayed, neutered, unspayed and unneutered dogs and cats; Chapter 7.24 (Livestock and Animal Breeding), Section 7.24.060 (Animal Establishments - Shows and Exhibitions - Permit Required - Recordkeeping) to add modified registration for dogs and cats under four months of age; and Section 7.24.080 (Animal Litter Permit) to require that a litter permit number be displayed in any advertisement to sell or transfer puppies and kittens; and to create Section 7.24.085 (Sale of Certain Puppies and Kittens Prohibited), to prohibit the sale of animals younger than eight weeks of age; the penalty being as provided in Section 7.04.080 of the El Paso City Code. A Litter Permit requirement went into effect January 1, 2006. (New proposal: requirement in newspaper ads.) How many Litter Permits have been sold? In 2006 Mandatory Microchips of dogs, cats and ferrets by 4 months of age and Canvassing Neighborhoods (going door-to-door) also passed. Through an RPOA Open Records Request dated May 2009, only 7 Litter Permits were sold, No Door-To-Door Canvassing occurred, and the Microchips Sold were only an "estimate" of 20,000 chips. There is an alarming new trend to end all pet "sales" in the US beginning with pet stores. Austin and San Antonio have both passed Traders and Sellers Permits. Austin has another new proposal in the wings. San Francisco (CA) City Council is considering a ban on all pet sales at pet stores, including dogs, cats, birds and smaller animals. That expense may go up even more if the city makes changes to the animal ordinance. The proposed changes are geared toward lowering the pet overpopulation in the El Paso area. All three changes have to do with spaying and neutering. "We have them registered once a year, but having four dogs, it does get pretty expensive," said Bernadette Duran. Duran says she knows having pets is a huge responsibility. And it could become an even more expensive responsibility as Public Health Director Mike Hill introduces three proposed changes to the animal ordinance. The first change is raising the annual animal registration fee from $10 to $32 per year. But, if the animal is spayed or neutered, the owner would receive a discount back to $10. "I think that will be good to get people to get all their pets neutered and spayed. There's too many pets that aren't," said Duran. Another proposed change would require a pet owner or breeder to buy a litter permit and list that number when you advertise puppies or kittens for sale. The cost of that permit is approximately $75 per litter, or face a citation. Hill said there's a huge pet overpopulation issue and he's trying to make people more responsible pet owners. "Understand that if they keep reproducing all these puppies and kittens, there are only so many homes for them and the rest have to be killed, and that's not a good thing to do to them," said Hill. The third change is to work to make sure pet stores are only selling animals that are spayed or neutered.
