Sounds like some chemicals may have been dumped in that spot - I would worry about it, too! Try mixing cayenne pepper in with the dirt and shake some on the surface. I'd look at putting something solid over the area since the dogs might just dig up the grass if the dirt smells attractive enough to them. Pavers maybe?
