No, the CKC is the club incorporated with the Department of
Agriculture under it's Animal Pedigree Act to maintain registrations
of purebred dogs in Canada. The government does not run the club or
have any control on how it does business, the CKC and it's officers
and staff are responsible for the mess they have created.
