My dogs always chipped and none have ever migrated. Vet checks them. None ever
caused any cancer etc. Tatoos can be removed. Unscrupulous people have been
known to 'operate' and slice them off or otherwise disguise or destroy them.
Done wrong, they can cause infection at the site.
