I believe 2019 will be in Colorado inside with grass.  The following two years 
will be outside on grass in the upper field. That is how I read it.

Your BOD has ratified the decision of the Executive Committee to have
our National indoors at Purina this year. 

Going forward our National will be on grass in 2019 and we have
reserved the main outdoor field at Purina for 2020 and 2021 which is
not the lower field that was available this year.
