[sanesecurity] winnow signature file timestamps

I've noticed the winnow signature database files on the sanesecurity
mirrors have new file timestamps every hour, even when the contents
of those files haven't changed. The other signature database files
have new timestamps only when they have changed.
Is there a quirk in how the winnow files are being created which causes
them to get new timestamps in the sanesecurity rsync mirrors?
