Mike, Steve Coe or, AJ would probably be the best source for a definitive
answer. That said, the SAC DB is used in several commercial programs, Skymap
Pro comes to mind. As far as I know it is freely available, the only condition
being credit given to SAC. Again check with Steve or AJ.

My recommendation to the student would be to extract data from
catalogs available through CDS, however I can see where the SAC database
files would make for an easier starting point. In case the student turns
out to be someone looking to create a commercial product, or if any
other restrictions may be in place, it would be good to know before
granting access.
