- HB 283, Increase Renewable Portfolio Standards, sponsored by Rep. Nathan
Small and Sen. Mimi Stewart, and HB 289, Fund Investment in Renewable Energy,
Sponsored by Rep. Sheryl Williams Stapleton, are scheduled to be heard on 31
January in the House Energy, Environment & Natural Resources Committee.
- HB 283 would require that renewable energy shall compromise, for example,
25% of an REA cooperative's sales by 2025, and 70% by 2040. For public
utilities, renewable energy shall comprise at least 40 % of sales to NM
customers by 2025, and 80% by 2040.
- HB 289 would require that no less than one percent of the value of the
severance tax fund shall be invested in NM renewable energy projects by NM
manufacturers.
- Please email or call the members of the committee listed below to express
your support for these bills.
- You can prepare, and then copy and paste your message into emails to the
committee members listed at the bottom of this message.

Your message
- Remember, the principal purpose of the message is to show your support for
the legislation.
- However, a brief justification for your position is helpful though not
essential, to let the legislator know that you are familiar with the
legislation. Here are possible reasons (but please use your own words)
- HB 283: Time is of the essence for moving from electricity generated
by burning fossil fuels to renewable energy. Global warming isn't waiting.
- HB 289: New Mexico has the renewable energy resources to provide
electrical power to other states as well as for ourselves. But we haven't
participated in manufacturing the solar and wind energy equipment to harvest
the renewable energy. The money from the severance fund would help
manufacturers start up here.
Tips for emails:
- If the addressee is the chair of the committee, you may wish to note that
the legislation is scheduled in "his or her" committee.
- If you are addressing the sponsor (see above) of legislation that you
support, you may wish to acknowledge that by expressing your thanks.
- If you are addressing the sponsor (see above) of legislation that you
oppose, you may want to acknowledge that the addressee is the sponsor (for
example, use of the phrase "...your bill..." in the message) while expressing
your disagreement.
- If your own legislator is a member of the committee, acknowledge that in
your message.
