- HB 31, Phased-In Minimum Wage Increase, sponsored by Representatives
Miguel Garcia and Joanne Ferrary, and HB 46, Increase Minimum Wage, sponsored
by Rep. Patricia Roybal Caballero, are scheduled to be heard on 1 February in
the House Commerce & Economic Development Committee. The committee convenes at
1:30.
- HB 31 increases the minimum wage to 10 dollars per hour on 1 July 2019, 11
dollars per hour on 1 July 2020, and 12 dollars per hour on 1 July 2021.
Thereafter, it increases annually to keep up with inflation.
- HB 46 increases the minimum wage to 15 dollars per hour on 1 January
2020. Thereafter, it increases annually to keep up with inflation.
- Please email or call the members of the committee listed below to express
your support for these bills. We favor HB 46 because we believe that the
minimum wage should provide a living wage. It might be better to phase in the
15 dollar per hour minimum wage, to avoid the shock of such a large increase.
The increases in HB 31 are significant, so we would accept this bill if the
Legislature, in its wisdom, decides that 15 dollars an hour is too much.
- You can prepare, and then copy and paste your message into emails to the
committee members listed at the bottom of this message.

corresponding legislator. If that doesn't work for you, you can go to

Your message
- Remember, the principal purpose of the message is to show your support for
these bills.
- However, a brief justification for your position is helpful though not
essential, to let the legislator know that you are familiar with the
legislation. Here are examples of the need for a higher minimum wage (but
please use your own words and ideas):
- Income for the upper 95% has increased by 36% over the last 40 years,
while wages for low and medium wage workers over that period has been flat.
- Even 15 dollars per hour is well below the official living wage in New
Mexico for a single parent raising a child.
Tips for emails:
- If the addressee is the chair of the committee, you may wish to note that
the legislation is scheduled in "his or her" committee.
- If you are addressing the sponsor (see above) of legislation that you
support, you may wish to acknowledge that by expressing your thanks.
- If you are addressing the sponsor (see above) of legislation that you
oppose, you may want to acknowledge that the addressee is the sponsor (for
example, use of the phrase "...your bill..." in the message) while expressing
your disagreement.
- If your own legislator is a member of the committee, acknowledge that in
your message.
