- HB 207, Surprise Billing Protection Act, sponsored by Rep. Small, and HB
386, Installment & Small Loan Maximum Interest are scheduled to be heard on 25
February in the House Judiciary Committee.
- HB 207 would provide protection for a covered person from unexpected bills
from providers that do not participate in the covered person's health benefits
plan.
- HB 386 amends current statute to require that no loan shall have an annual
interest rate greater than 36%, down from the current maximum of 175%. The 36%
rate mirrors Department of Defense rules for lending to military households.
- Please email or call the members of the committee listed below to express
your support for the bills.
- You can prepare, and then copy and paste your message into emails to the
committee members listed at the bottom of this message.

corresponding legislator. If that doesn't work for you, you can go to

Your message
- Remember, the principal purpose of the message is to show your support for
the bills.
- However, a brief justification for your position is helpful though not
essential, to let the legislator know that you are familiar with the
legislation. Here are possible reasons (but please use your own words)
- HB 207: More than half of American adults have been surprised by a
medical bill that they assumed would have been covered by their health care
plans. There are horror stories of surprise billings of thousands of dollars.
- HB 386:
- The 175% interest rate is clearly usury, and is unreasonable as
indicated by the 36% interest rate limitation of the Department of Defense
rules.
- The current high interest rate results in a downward spiral when a
borrower who is strapped for cash cannot pay off the loan in time, so a new
loan is taken out to cover the cost of the old loan plus interest, and on and
on.
Tips for emails:
- If the addressee is the chair of the committee, you may wish to note that
the legislation is scheduled in "his or her" committee.
- If you are addressing the sponsor (see above) of legislation that you
support, you may wish to acknowledge that by expressing your thanks.
- If you are addressing the sponsor (see above) of legislation that you
oppose, you may want to acknowledge that the addressee is the sponsor (for
example, use of the phrase "...your bill..." in the message) while expressing
your disagreement.
- If your own legislator is a member of the committee, acknowledge that in
your message.
