These two motivations get mixed up among buyers.  Since many Ebay buyers
use Buy-it-now or do immediate checkout, they prefer a fixed shipping
price (hence Ebay's study quoted above).  So when I sell something, I
calculate the actual shipping cost from Alaska (where I live) to Miami,
and that's the listed shipping for any US buyer.  People buying camera
stuff almost never complain, but when I sold off a batch of reloading
equipment, I was bombarded with email about my "ripoff" shipping; often
offering to buy the item for less than it would cost me to ship it.

OTOH, it is common for sellers of small items like cell-phone SIM cards
which cost half a dollar to ship to charge $15-$25 for shipping and sell
the item for a dollar; on high-volume sales of inexpensive items, that
cuts the Ebay fees.
