I hardly use anything as fancy as a 4990, but I do use an elderly
Epson Perfection 1200S and have no trouble scanning negatives. What
software are you using to drive the scanner? And what options do you
have set on your TWAIN menu?

1. The only software I have is what it came bundled with, whatever
that is.
