Everything I do requires a lot of sanding (which is why I skip the paint 
sometimes).  Heavy coats of primer on the difficult spots is one way.  I've 
also used a very light body filler from an automotive paint supply shop, pretty 
easy to sand, but still a lot of work to get a really good surface for painting.

 You could add another layer using a much-lighter grade of satin weave 
 glass, or try filling with something like microbaloons & epoxy, or a 
 light wood filler.

 But my suggestion is even easier: Build bigger rockets, so that 
 everyone views them from much further away, and doesn't notice things 
 like pinholes and un-filled glass weave.
