This is absolutely strange, I have never heard of this happening before, 
however, it is apparently not unheard of.

Here is an Apple support article explaining how to enable these remote 
services.

This document explains how to restart the Apple Mobile Device Service on 
Windows XP, Windows Vista, and Windows 7. If you have a Mac, follow the 
steps in this document.


Restart the Apple Mobile Device Service (AMDS)
Windows XP
1.Close iTunes and disconnect the iPhone, iPad, or iPod touch.
2.Choose Start > Control Panel.
3.Inside the Control Panel, open Administrative Tools.
4.Open Services.
5.Select Apple Mobile Device and click Stop the service as shown below:

6.After the service has stopped, click Start the service.
7.After the Apple Mobile Device service has started again, open iTunes and 
connect the device.
Windows Vista or Windows 7
1.Close iTunes and disconnect the iPhone, iPad, or iPod touch.
2.Click the Windows Start button .
3.In the Start Search field type Services.
4.In the Programs section of the search results, Click "Services".
5.Select Apple Mobile Device and click Stop the service as shown below:

6.After the service has stopped, click Start the service.
7.After the Apple Mobile Device service has started again, open iTunes and 
connect the device.
Set the Apple Mobile Device Service Startup type to Automatic
Windows XP
1.Close iTunes and disconnect the iPhone, iPad, or iPod touch.

5.Right-click on Apple Mobile Device and click Properties in the shortcut 
menu.
6.Set the Startup type pop-up menu to Automatic and click OK:

Hi all,
I downloaded and installed Itunes version 10.52 today and created my apple 
ID.
I then plugged my I phone into my computer and opened I tunes to see if they 
would sink.  I tunes says, "That this I Phone cannot be used with I tunes 
because the apple mobil service is not turned on."  I looked in the menus, I 
tried to look at the help files, which don't work for me, and I tried genius 
to no avail.  I then subscribed to google groups and have not been accepted 
to be a member on the I phone list, so have no idea how to go about fixing 
this.
