Yes, it's not related to the FK problem. Sorry if that confused anyone else.

Yes, I upgraded using the tar.gz. Approximate steps:
1. Backup the http web root files
2. Backup the DB with mysqldump
3. Remove old web files except secret.php
4. Unpack new web root files from tar.gz, move secret.php to inc
5. Browse to Racktables to complete upgrade

I tested with Firefox and Chromium. No proxies are involved.
