As far as the release notes go, PHP 5.5 became the minimum version in 
RackTables 0.21.0. Are you sure it is 0.20.14? You can confirm the version 
in wwwroot/inc/config.php.

This is the line of code from RackTables 0.20.14:

wwwroot/inc/dictionary.php: $nerrs += platform_generic_test (version_compare 
(PHP_VERSION, '5.2.10', '>='), 'PHP version >= 5.2.10');

If your code still says anything about PHP 5.5.0, it is not 0.20.14 (I would 
first check the browser actually accesses the same files as you are setting up).
