I think this is nt the big problem, there should be a option that allows
racktables to automatically report user added records to the online
database. But it should be possible to deactivate this in general and on
per record base.

That's a bigger problem. But I would be willing to spet 30min to 1h per
week to review the new records. This process must be well documented so
that every person willing to do would review on the same bases.
