It's good to avoid development times shorter than 5 minutes, to avoid
uneven development.(and personally, I prefer to avoid times less than
7 and half minutes)
Uneven development is just another one of those "good enough" things
that people do and then wonder why their prints/negs don't look as
good as a "pro's"
I would dilute the developer to 1:62 instead of 1:31 and double the
development time.
I would run a test roll exposed similarly to the "real" roll to make
sure.
For high dilution developing I like to use a tank one size larger- so
for one roll of 120 film I would process it in a two-reel tank with
an empty reel taking up the space. This is to ensure the developer
doesn't become exhausted.
I haven't used HC-110 for many years but do like it and have gotten
wonderful results- I don't remember for sure which dilution I used to
use, but vaguely remember it yielded processing times on the 35mm
version of Tri-x of around 13 minutes, so a test would be in order
before trusting my rusty brain.
I currently use PMK Pyro and 35mm Ilford Delta films.

It says to add 1/4 min. That's short. 4 minutes only? Should I wait till I can get another developer? If so, I'm in trouble. I was hoping to have something ready to try and sell Saturday and I live hours from anywhere that would sell chemicals.
