3 thoughts here.
If its a cheap scanner,
1) you may be able to get more dynamic range by combining multiple images from the digital camera, so thats a tecknical advantage for the digital camera.
 
2) Image capture via the camera may be significantly faster than scanning, so thats a workflow issue.
 
3) potentialy a high resolution scanner could capture a larger data file, and give you more data to play with, but the scanner would have to be well adjusted, and the resolution real and not "interpolated".

I think that's one of those questions that hasn't had a direct comparison made that I know of.  I think it would come down to which scanner you're going to use, and what the final use of the scan/copy is going to be.
