As for the film: I do not think the strength of the film is a problem with the cartridges ? After all you cannot really fit 90m of film into one cartridge so you load the cartridge using a film loader and then affix the end to the spindle using some kind of sticky tape ?

So then you can easily tear the film off the spindle?

Also look at it this way: sometimes you can "crease" the film when you load it onto the reels in the darkroom and then you get little half-moons from the bending. With a stronger film this is less likely to happen.
