They are usually scrap.  The die can be ground up and
recycled.   The surplus die would generally not be
packaged into the ceramic packages, so the actual
scrap consists of the silicon wafers themselves.

Often, we would process each wafer slightly
differently (think test strips), and pick the wafer
with the best results, and just scrap the rest, other
times we would test a large number of parts and pick
out the ones that we wanted.
