If you can mix your own try the following two developers.

Muir Cold Tone Developer

Distilled water (50=B0C) ................. 750   ml
Sodium sulfite (anhy) .................. 180   g=20
Hydroquinone ...........................  53.0 g=20
Phenidone ..............................   2.2 g=20
Sodium hydroxide .......................  35.0 g=20
Benzotriazole ..........................   1.5 g=20
Distilled water to make ................   1.0 l

Dilute the stock 1+5 with water.  For a more neutral tone the stock can =
be
diluted 1+10 or even 1+15.  An image will appear very rapidly; it is =
important
not to pull the print but to develop for a full 2 minutes at 20=B0C.

Burki & Jenny Cold Tone Developer

Distilled water (50=B0C) ................. 750   ml
Metol ..................................   3.0 g=20
Sodium sulfite (anhy) ..................  40.0 g=20
Hydroquinone ...........................  12.0 g=20
Sodium carbonate (mono) ................  75.0 g=20
Potassium bromide ......................   0.8 g=20
Distilled water to make ................   1.0 l=20

Dilute 1+2 and add 2 to 5 milliliters of 1% benzotriazole to each liter =
of
diluted
developer.  The more benzotriazole the colder the image tone.  Develop =
for 2
minutes at 20=B0C.

If you don't want to mix your own you can add 1% benzotriazole to a =
commercial
developer like Dektol (follow recommendations in Burki & Jenny formula =
above).
Making the developer more alkaline will also cool the tone that it =
produces.
You can add sodium hydroxide or trisodium phosphate for this purpose.  =
If you
are using a hardening fixer and wish to use trisodium phosphate then =
use a
citric acid stopbath such as Ilfostop or Fomacitro or 15 g/l citric =
acid.
