You might have the print laminated. This can be done by many places that do printing like Staples. I would not do this for a valuable print but for a specially made display print it might be perfect. I am not sure how large a print can be laminated but I think quite large.
Long ago there were lacquers for pints, in fact Kodak sold one. I think the lacquers sold for protecting art work might work but I am not sure a lacquered print would be sufficiently protected.

I think the only totally safe solution is to have your photo digitally printed and to have it mounted behind acrylic glass at the lab, so that no moisture can get on the photo and you can clean the acrylic glass if desired.

I think the more important solution is to get rid of the steam. You're not going to be able to completely seal the frame without some "non-frame" techniques: caulking and waterproofing for starters.

Make sure the photo doesn't touch the glass, that it is securely mounted to a backer that will not deform in a high humidity environment.

Install a timer on the vent fan so that it runs for 20 minutes after using the bathroom. The running fan should be able to hold a tissue in place- if not, investigate the duct work, or upgrade the fan.

I would like to frame and hang a black-and-white print in the bathroom but it gets pretty steamy in there. Is there a way to frame a print so that moisture doesn't get between the glass? Thanks!
