I like the Trebla chems from CPAC. The developer is in three parts and you can
mix small quantities (such as 16 oz for a one roll tank) if you have graduates
that can measure 20 mL or so. The mixed developer has a short life, measured in
days, while the concentrates last much longer.

I haven't done the math lately, but a couple years ago, I calculated the cost
of developing a single 35mm roll at $1.40, using the chems one-shot.
