Good morning Bob,
Below is a copy of the content of a message I got back from Maco regarding this matter (as I was asking for better information on
pushing Rollei Retro 400).
So there you have it, from the source.

Elias

Hello Elias,

thank you for your inquiry.

RODINAL is not a developer, which is perfectly suited to the ROLLEI RETRO 400 / APX 400 to push. There are more suitable developers, as e.g. DIAFINE, ACUFINE, PERCEPTOL at the market.

ROLLEI RETRO and AGFA APX are identical.

I would not consider any of the above developers suitable for pushing or Rodinal either. For pushing the best developers are those containing some version of Phenidone. Examples are Kodak Xtol, T-Max, T-Max RS, Ilford Microphen and possibly DDX. There are some others. Next best are moderately active Meto-Hydroquinone developers like D-76. Perceptol and Microdol-X (which are essentially identical) are extra-fine-grain developers which lose about 3/4 stop speed when used full strength. When diluted 1:3 they deliver speed about equal to D-76 but lose their extra-fine-grain property. Xtol is probably optimum for maximum speed with minimum grain but Kodak indicates that T-Max RS will deliver the highest speeds. Note that in all cases "pushing" really only increases overall contrast. Since the contrast in the toe or low exposure part of the curve is lower than in the overall curve this may result in underexposed negatives with more printable shadow areas although the highlights, which get more normal exposure, may become harsh due to the higher contrast. Rodinal generaly delivers somwhat less speed than D-76 at the same overall contrast value (contrast index) although not as low as the extra-fine-grain types. I wonder if Rollei Retro is _really_ identical with the Agfa products, I mean the emulsion and coating methods are exactly the same.
