[pskmail] New server installed at PI4TUE...

Big thanks to the 'Maxwell Foundation', who have sponsored a new
transceiver for the PSKmail server at PI4TUE.

Installation of the system was performed by PA3DSC and PA0IB. It was one
of those 'plug and play' actions which are seldom in this type of
operations.
PI4TUE is now scanning 4 different frequencies in the 30m band, for
