[pskmail] KB2PNM - moving to 10.147,50MHz

Hello everyone, I decided to move my server frequency to 10.147,50MHz. I hope 
that I will have more luck with testing on that band. My beacon is every 1h, 
and in spite of the fact that I modified my pskmailrc.pl file, still transmits 
only once an hour.
