Yes, from its behavior so far it appears to be a system file.  A command
like attrib -rs filename.bat should fix this for you.  The attrib
command will have to be run from a dos command prompt in windows.

I have a .bat file that I downloaded from somewhere. Not wanting to
unleash 
something I didn't know about, I tried editing it, but no matter how I 
opened the file, it gave me the run dialog and asked if I wanted to run
it.
I don't know how to analyze this file. Does anyone have any ideas?
