Good morning Dale, It's been a while since I installed IIS under Vista.However, you should be able to install it, if it isn't already installed, through whatever the new name for Add / Remove Programs is in the Control Panel.
Then, you sould be able to configure it either through Control Panel > Administrative or right-clicking on My Computer and selecting Manage.
