It -is- a pain. People that use it will tell you that too with experience. Apache takes me a few minutes to get going. IIS isn't so bad, it's just not nearly as easy to work with. But that was an oppinionated statement. Either way, the point was to try to figure out why php is better than asp.net.

What does php do that asp.net does not? You can just as easily use css with 
asp.net (as asp.net like PHP is server side), so we're just comparing php to 
asp.net, minus css and Javascript.
If you can afford a windows server asp.net is quite nice, all be it a pain to 
configure IIS like it should be.
