So I can definitely recommand you eclipse.

Java is built-in; for python and PHP you can have plugins to support the languages.
I don't do Android deevelopment, but as far as I know the stuff related to Android that you can ahve in eclipse is abandonned or no longer up to date. They put all their efforts to Android Studio, but unfortunately it seems that its accessibility is pretty bad.

It works out of the box with Jaws, I don't know for NVDA or on other systems than windows. However, at the beginning, it isn't simple: you have a lot of windows, panels, tree views, and associated shortcuts to go from one to another quickly. If I remember correctly, someone on this list has written a list of things to know to be effective with eclipse.

I'm developing in Java at work, so I'm using the plugin specialized for the Spring framework.
For git, the plugin is built-in I believe. IN the project view, you can see on which branch you are, what is its status, and which files are locally modified or in conflict. You also have a few commands in the menus to pull/push/merge/etc. but for this I prefer using the command-line. It works also with SVN.

For dev server, I no longer using a plugin, but at my previous work I was using something that let you start an integrated tomcat server. There was an additional tab after console, errors, problems, etc. to control and configure it. Unfortunately I don't remember if it was built-in or its name.

For preview in a browser, I have no idea, but I'm pretty sure it exists, since sometimes you can get help and the topics are presented in a browser window where you can use usual screen reader quick navigation keys to read through the pages.
