Hello James,
Yes, the duel usb connectors is used when one need more power, notebooks etc.
Diskpart is a utility in the windows folder "command line", that will help to 
partition the drive to the size you want.

Help:

I just picked up a 100 Gb USP drive and for the life of me I can't get it to 
format beyond about 2 GB on the primary drive.

It has a cable with one end having a single USB connection and the other end 
has a double connection.... Would I have to plug in the duel ended side into 
the PC using to ports and the other end into the external drive?

Really just to overwhelmed and tire to give a rats a$$ at the moments so just a 
quick and dirty answer would suffice.
