Which phone do you have? If it is a phone running Android, there is a
fighting chance that you will be able to interface an external camera with
it using USB OTG. However, if you have an iPhone, this is not going to
happen.
If you cannot use your phone, the raspberry pi is your best bet. Look at
using the openCV library within C++ or python to control the camera.
