Safe mode is a windows recovery mode, not the bios setup. The difference with safe mode is that things like the normal auto start stuff is not run, non-critical device drivers are not loaded, etc. For the bios setup to support a screen reader (or even just a braille display) would require that the bios itself support those things as the computer has loaded nothing from disk at the time bios setup runs.
