When you install python, you should check the option to add it to your system's
path. If you haven't done that, you need to add it manually.
There are instructions on the internet how to do it.

When I tried Ruby, I was able to start the interactive Ruby from the
start menu, but also could invoke it from power shell, and through
power shell I could run a Ruby script if I entered the full path. But
power shell is not seeing Python, so entering the full path will not result
in anything.
