Not quite, I think :)
Harish, about 95% of what you find on the web about using VS Code for
those goals will apply for screen reader users; there isn't really all
that much you need to tweak to make it work better with screen readers
in my opinion.
The NVDA addon for VS Code makes Code a bit less chatty, but last I
heard the developer of that addon is looking for a new maintainer for
it, so I'm not sure to what degree it will be maintained in the
future. Apart from that, though, not much needs to happen that is
screen reader-specific apart from , say in focus mode or in
non-virtual mode as much as you can, use hotkeys to get around he
interface rather than relying on browse more or virtual curssors. I

If I am not mistaken you would like to use VS Code as VIM. I think you need
to install the VS Code VIM extension, the readme from the extension should
help

Would you'll please point me to a tutorial wherein VSC can be
effectively used as an IDE for blind programmers for writing the code,
debugging, frontent development for GUI and the web.

What tweaking need to be done etc.
