Hi Harish,
If I am not mistaken you would like to use VS Code as VIM. I think you need to
install the VS Code VIM extension, the readme from the extension should help
https://github.com/VSCodeVim/Vim

Would you'll please point me to a tutorial wherein VSC can be
effectively used as an IDE for blind programmers for writing the code,
debugging, frontent development for GUI and the web.
What tweaking need to be done etc.
