Hi, my name is Isidor and I work on VS Code.
I am not aware of this issue. When you say portable VS Code version what 
exactly do you mean?
The best would be to just file a new issue here

Hello,

I'm using VS Code portable version. I open a folder, and edit some
files, then save. I then close VS Code. When I atempt to move that
folder to another location I'm told that the folder is in use. Why is
VS Code keeping these folders locked and is there a fix?
