Jim, Sounds like a fun project. For mounting a camera to a pole, I would check out security camera dealer sites like: http://www.securityideas.com/cammonmoun.html I think Manfrotto also makes tripod screw mounts with flexible clamps. But they get pricey. For the pole, I think an antenna boom goes up that high and is fairly affordable. In fact maybe on Freelist you can mine for one as folks ditching OTA for cable generally like to get rid of the ugly outdoor antenna hardware. An alternative approach to reaching your goal is to find a fairly lightweight high quality camera, mount it to a weather balloon, and control that with a line from the ground. There's a trendy thing of shooting the earth from many thousand feet above using the same approach more or less. For the relatively short distance of 15-20 feet. I'd research how large you would need to lift the camera and mount hardware, but I bet you can go small.
