Hello again ... Here's a new one: I dragged the taskbar up to increase its width (just to see what it looks like). Now the icons in the System Tray are in two rows, and the Quick Launch are above the program buttons. I can lower the Taskbar to be not seen but when bringing it up again, it again becomes a doube width bar. The Start button is on the right side next to the Quick Launch icons where it belongs and on the top row. I made no changes in the Taskbar properties. I rebooted the computer but to no avail. Locking or unlocking the Taskbar doesn't help.
